Harbor UCLA Replacement Hospital

The Harbor-UCLA Medical Center Redevelopment Program is a transformative initiative to consolidate medical services into state-of-the-art facilities across its expansive 72-acre campus. This comprehensive program is in response to Senate Bill 1953, slated to take effect in 2030, which mandates that all California hospitals meet stringent structural resilience requirements to withstand seismic events. Scheduled for completion in spring 2028, the redevelopment project ensures that Harbor-UCLA Medical Center meets and exceeds the mandates set forth by Senate Bill 1953, thus ensuring the safety and well-being of patients and staff alike.

P2S is proud to provide mechanical and plumbing engineering expertise for this landmark design-build project in Torrance, California. Our scope encompasses various essential components, including:

  • Construction of a cutting-edge 545,000 SF Acute Care Inpatient Tower boasting 346 beds, a helicopter landing pad, and an integrated warehouse facility.
  • Development of a 370,000 SF Outpatient Treatment and Support Building alongside a 508,000 SF above-grade parking structure.
  • Construction of a dedicated 23,000 SF Facilities and IT Support Building, a 34,000 SF Regional Laboratory Building, and a new 11,000 SF Central Plant.

The project aims to streamline operational efficiency, provide state-of-the-art outpatient facilities, meet Los Angeles County’s LEED requirements, and create a patient-centric campus environment conducive to the well-being of both patients and staff.

With a commitment to sustainability, the medical center upgrade is pursuing LEED Gold certification, underscoring its dedication to developing a modern healthcare campus that meets the community's evolving healthcare needs and prioritizes environmental conservation.

Scripps Encinitas Lusardi Tower

Scripps Memorial Hospital Encinitas began construction on the new acute care Lusardi Tower and Lusardi Pulmonary Institute in June 2023. The project represents the final phase of a multi-phase expansion (Phase 1 included the Leichtag Foundation Critical Care Pavilion, completed in 2016). The project comprises a 224,000 SF new construction building with a full basement and 64 new med surge/ICU patient beds. Other major departments include six operating rooms, radiology (IR, cath lab, MRI, Spec CT), med surg, PACU, kitchen/cafeteria, pharmacy, clinical laboratory, and sterile processing. The tower will open by 2025, taking the hospital to over 230 patient beds.

The project consists of multiple construction phases and increments to minimize the impact on the existing acute care facilities on the campus. Multiple make-ready projects were required to house impacted staff and operations before demolition.

P2S provided mechanical, electrical, plumbing, low voltage, energy modeling, fire alarm & fire sprinkler engineering services for the Lusardi Tower. We also designed an expansion of the existing Central Energy Plant at the Leichtag Foundation Critical Care Pavilion, a new receiving dock. We also coordinated the phased demolition of existing buildings 1,2,3,4,6,7 & 8 at the hospital campus.

Pacific Northwest - VA Roseburg

P2S is providing mechanical and plumbing design services for the seismic retrofit and renovation of Building 3 at the VAMC Campus. The scope consists of all design services needed to assess, inspect, and site verify the existing conditions and produce a design to seismically retrofit structural and non/structural components and completely renovate Building 3 to current codes.


The project includes bracing of equipment, ductwork, and piping as required by code, and additionally includes revisions to existing systems to accommodate building renovations. Our team is modifying the existing HVAC systems, including the fan coil units, refrigerant piping, supply and return ductwork, ceiling diffusers and grilles, to meet the revised space’s needs. We are reusing existing plumbing fixtures where possible and providing new HVAC systems for the elevator machine room.

P2S is field-verifying HVAC systems and creating demolition drawings, as well as providing a design charrette and field investigation for as-built existing mechanical and plumbing systems. We are using VA standard schedules and specifications and will perform solicitation services.
