66kV Service and 12kV Distribution System Upgrade

  • Project Overview

    P2S was retained by UCI to investigate existing 12kV feeder loading, estimate future loading, and prepare power system load flow models to forecast capacity requirements. P2S developed conceptual plans and construction documents to modify the 12kV distribution system for load growth through the year 2016. The 66kV-12kV power system was modeled using ETAP software and Excel spreadsheets. Power data was collected from over 200 electrical service points and the demand cycle for a 12-month period plus historical data for the previous 5-years was reviewed. The system consists of two 28MVA main transformers, 66kV outdoor substation, 12kV main switchgear, three 12kV distribution substations, hundreds of SF6 switching points and approximately 150 12kV step down power transformers.

  • Solution

    The P2S model identified specific power delivery bottlenecks in the existing distribution system and summarized feeder load allocation. P2S delivered several PowerPoint presentations to UCI management illustrating the problems and recommending appropriate solutions. The approach that P2S recommended utilized existing equipment capacity and extended the usefulness of the equipment by reconnecting existing loop feeders and doubling the capacity of main feeders. Plan drawings, single-lines and specifications for the conceptual design and construction documents were developed following an extensive field investigation. P2S examined existing substations, manholes and ductbanks and prepared details of the individual locations. The construction package was separated into development phases with individual budgets and a detailed sequence of work was prepared.

    P2S has subsequently worked with the UCI Budget Office to draft the Project Program Guide (PPG) for over $20 million of electrical infrastructure improvements. P2S was retained by UCI Design and Construction office to prepare a detailed Design-Build scoping document that included the addition of a new 66kV primary circuit interrupter, 28MVA transformer, 12kV engineered switchgear buildings, duct banks, and SCADA system.
